Smart Belfast Portfolio Manager
Deborah leads the ‘Smart Belfast programme’ and has recently launched the Smart Belfast Innovation Framework which seeks to foster the conditions for collaborative innovation between public, private and voluntary sectors with academia to address social economic and environmental challenges. She has leveraged significant private and public sector funding to implement a range of demand led initiatives to support the delivery of the ambitions of the Vision for Belfast outlined in the Belfast Agenda.
With 36 years of experience in local government she has extensive experience overseeing the implementation and support of ICT systems within BCC and across a range of public sector bodies in the UK. As a member of the senior management team she was previously responsible for the development of digital strategies for Belfast City Council departments and the delivery of service transformation and efficiency programmes enabled by cutting edge technologies.
She recently led a successful application to the (Rockefeller) 100 Resilient Cities Network which aims to support the city’s long term strategy to support the economy and inclusive growth.
Deborah is a member of a number of Boards including the UK Government’s (BSI) Cities Standards Board, the Northern Ireland Open Data Implementation Board, the Northern Ireland Local Government Staff Commission as well as a Primary and Nursery School Governor.
